Dear Dr. Schmitt:

I i Dr. B. 'Mohamadioun of the CEA staff,'his consultants, Dr. M. Bouchon and Mr. .

i A. Pecker, and Mr. L. Beratan, and Dr. A. Murphy of the NRC staff and their

! contractor, Dr. R. Archuleta,.recently visited Mammoth Lakes, California,'to i examine the ongoing experiment to measure down-hole propagation of seismic strong ground motion. The soil cover at Mammoth Lakes is a glacial-till.

r Because this soil cover is so non-typical.of alluvial soils, another site in ,

3 alluvial soil underlain by crystalline rock in.a seismically active-ared was

sought. The area agreed upon for a second down-hole experiment was Anza, ,
California, near the San Jacinto fault which is seismically very active. ~The 4 general area for the experiment has been identified, but the specific location j- with the required approvals for access.have not yet been obtained. ,

i i

It is proposed that two large diameter holes (6 or 7 inches) will be drilled, one to the top of the rock and one to a depth of 150 to 200 meters, the final' depth to be determined on site by Dr. Archuleta. A soil boring will be made so  :'

that an accurate profile can be determined. . Soil sampling will be made by the
i. use of a 2 inch split spoon sampler. driven by a 140 pound weight having a free i fall of 30 inches. Samples will be taken.every 10 feet'or change in soil formation. Samples taken from the. sampler will be sealed in jars for later y analysis at the Corps of Engineers Waterways Experiment Station-in Vicksburg, 3 Mississippi. Three undisturbed Shelby tube samples will be obtained from each of three soil horizons for dynamic testing (nine Shelby tube samples). See i 3

enclosure for a testing program and costs. .This experimental work is.

considered essential to the true understanding of the wave. propagation from

rock through the alluvial soil overburden. This type of experiment has not-

j been conducted elsewhere to our knowledge and should provide data to validate l

presently used' soil structure interaction models. 1 1

Dr. F. Cogne, Directeur, de l'Institut de Protection et de Surete Nucleaire, on August 20, 1985,;the NRC would agree to pay for the instruments to be installed  ;

in the bore holes and their installation.and the maintenance of.the program for ,

three years. The estimated cost to the NRC will be $60,000/ year over three i

years for a total cost of $180,000. .The estimated cost to the CEA for borings, i sampling, logging, soil testing, transportation and handling is estimated to be <

$69,600 U.S. dollars (see enclosure for detailed estimate). Copies of all data
from the experiment and testing will be given to the CEA for analysis by its I experts. A copy of all analyses perfonned on the data.by the CEA and its l experts will be furnished to the NRC.

. If this is agreeable to you, please indicate by your signature below and return l a copy to me. Work on this cooperative agreement can begin immediately there 6 after. (
