Dear Ms. Garde and Mr. Devine:
This is to confirm the meeting between Mr. Richard Vollmer and Mr. Gary Zech of my staff and Mr. James Lieberman of the Office of the Executive legal Director with you and your consultant Mr. Stokes on January 14, 1986, at 9:00 am in your Washington, D.C. office. This meeting has been rescheduled per your request from January 3,1986.
As background, my letter of October 29, 1985 requested that you provide information to the Office of Inspection and Enforcement concerning the general conclusions contained in your October 5,1985 letter. Specifically, you stated that GAP had identified potentially serious deficiencies in the quality assurance program at General Electric's facility in San Jose, California.
Further, you suggested that a meeting be arranged with the NRC staff to discuss a report prepared by your consultant Mr. Charles Stokes, which addressed the alleged deficiencies. While a review of Mr. Stokes' report may be appropriate,,I believe that it is equally as important to ensure that the information contained in the supporting documents is promptly reviewed by the NRC.
Although you have not responded in writing to my October 29, 1985 letter, based on a phone conversation between Mr. Vollmer and Ms. Garde it is my understanding that the report being prepared by Mr. Stokes is still in draft form and that the supporting documents, which were provided to GAP by an alleger, are presently in Mr. Stokes' possession in Alabama. After attempting to contact Ms. Garde, we spoke with Mr. Stokes regarding an opportunity to review those documents.
He stated that although he would be willing to make the documents available for our review, he would do so only after obtaining GAP's permission.
The purpose of the meeting on January 14, 1986, is to further discuss NRC access to the information upon which your October 5, 1985 letter is based.
