Parris (Amendment No. 24 to Operating License DPR-79), NRC approved the Permanent Hydrogen Mitigation System (PHMS) for unit 1 of our Sequoyah Nuclear Plant "as adequate with the conditions that four additional

' ignitors be installed in the upper containment and that additional tests be performed to demonstrate that the igniters initiate combustion under spray conditions." The same PHMS is in use on unit 2 at Sequoyah and was subsequently approved as documented in the September 29, 1983 letter from you to.H. G. Parris (Amendment No. 21 to Operating License DPR-77).

The four additional igniters have been installed in the upper containment in both units 1 and 2 at Sequoyah. As stated in the November 2, 1984 letter from L. M. Mills to you, TVA has completed the additional testing of the Tayco igniters and have demonstrated that the ignitors are acceptable for use in the PHMS. To date, we have received no response from NRC. However, as stated in the Federal Register' Notice of Rulemaking, Sequoyah is referenced as a plant to be used as a basis for

' comparison for "a staff (NRC) determination that a plant is safe to operate at full power." From these statements, we have concluded that NRC agrees with our position and course of action. We, therefore, consider the requirements of the final hydrogen rule included in 10 CFR 50.44 that was published in the Federal Register'on January 25, 1985, and that apply to our Sequoyah Nuclear Plant to be satisfied, and that no additional actions or responses are necessary.
