U S Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Submission of Revision 14 to the Monticello Nuclear Generating Plant Security Force Trainina and Qualification Plan Pursuant to 10 CFR Part 50, Section 50.54(p), we are submitting four copies of Revision 14 to the Monticello Security Force Training and Qualification (T&O) Plan. This revision incorporates changing the classification of the T&Q Plan from " Safeguards" to "10CFR2.790".
This letter also serves as an application to " withhold from public disclosure" this T&Q Plan as described in 10CFR2.790(b)(1). This request is based on 10CFR2.790(d)(1) as this plan is associated with the security of the facility but is not safeguards.
Because this plan has been considered safeguards, and the NRC has not had an opportunity to review this application for 10CFR2.790 status, the attached document is marked as safeguards material and must be treated as such until downgraded. We plan to downgrade the plan to 10CFR2.790 on July 1,1997, therefore we request approval of this application by that time. At that time you will be sent a new copy of this plan for your records, without the safeguards markings, and you will be asked to destroy this copy.
Until the application discussed above is approved, this revision contains Safeguards Information as identified by the Commission in 10 CFR Part 73, Section 73.21. This submittal should not be made available for public inspection and should not be placed in the public document room.
