Dear Mr. Stolz:
On February 1, 1985, Toledo Edison Company (TED) provided certification (Serial No. 1122) that Davis-Besse Nuclear Power Station Unit No. 1 (Davis-Besse) had established and was implementing an Environmental Qualifi-cation (EQ) Program that met the requirements of 10 CFR Part 50, Sec-tion 50.49. Subsequent to TED's certification, an independent technical and programmatic audit of the Davis-Besse EQ program was commissioned by TED management. This audit produced findings and recommendations for program enhancement but none that negated the previous certification.
TED has been dispositioning these items.
As a result of programmatic reviews made following the June 9, 1985 event, an Environmental Qualification Assessment Committee (EQAC) was formed by Toledo Edison management. EQAC was tasked with assessing certain newly proposed modifications from an EQ perspective.
In addition, EQAC was tasked with assessing the independent audit findings and recommendations concerning environmental qualification of equipment important to safety at Davis-Besse, and ensuring that the Davis-Besse EQ program was properly developed and completely implemented to meet the requirements of the Company and Section 50.49.
Under the EQAC's purview, various activit-ies were implemented. These activities include:
Review and update, as appropriate, the master list of environ-mentally qualified equipment.
Develop or upgrade Nuclear Mission Procedures to effectively incorporate EQ aspects in the areas of program administrative controls, engineering design process, and plant maintenance and l
surveillance programs.
Review and upgrade, as appropriate, the qualification files to ensure completeness and consistency of information contained therein.

Auxiliary Feedwater System design postulated EELB to ensure l
equipment qualification.
Completion of a verification walkdown of equipment and components l
important to safety for EQ status; and a comparison of walkdown information and EQ file requirements for installation / configuration of EQ equipment and components.
Providing of recommendations for revising USAR Section 3.6 with respect to EQAC findings, and the performance of technical reviews of existing EQ analyses and assumptions.
Review of Maintenance Work Orders (MW0s) to identify overdue maintenance and surveillance items on EQ plant equipment.
In the course of this verification effort, TED has identified certain elements of the EQ program which do not comply with Section 50.49 require-ments. TED will complete this evaluation of its EQ Program and will inform you prior to startup from the current shutdown of the required corrective actions. The reporting requirements of 10 CFR Part 50 will be followed.
