Three (3) originals and thirty-seven (37) copies of an Application for Amendment to our Operating License to permit a
one-time extension of the next visual inspection of snubbers to the fifth refueling outage.
2.
Forty (40) copies of documents designated Attachments A and B
which set forth the change in Tecr >tical Specifications and its no significant hazards determination.
The proposed change permits a
one-time extension of the next visual inspection of snubbers to the fifth refueling outage.
This extension is requested to avoid a
plant shutdown solely for the purpose of performing the necessary snubber visual inspections.
Our fifth refueling outage is tentatively scheduled to begin on May 2, 1986 which is within four weeks of the time period specified in our technical specifications for performing this next visual inspection.
A plant shutdown would be necessary to perform the visual inspections since the snubbers inside containment are considered inaccessible during power operation due to the subatmospheric containment design at BVPS Unit 1.
Additionally, the inspection itself is expected to take approximately two weeks to perform since more than 200 snubbers would have to be inspected and in many cases there is a need to erect scaffolding to perform these inspections.
As of the date of this
- request, there has not been an outage of sufficient duration to ggil perform the visual inspections in accordance with the technical specification time period and no outages are scheduled.
