MEETING
SUMMARY
- PHYSICAL SECURITY, ST. LUCIE PLANT A meeting was held on December 18, 1985 in Bethesda with Florida Power and Light Company (FP&L) to discuss their physical security program at the St. Lucie Plant. A list of attendees is enclosed.
FP&L representatives presented a brief synopsis of the situation concerning perimeter security.
They then presented a plan to improve security and stated their belief that the proposal would satisfy all the requirements of the regulations and resolve the staff's earlier concerns. The presentation contained both proprietary and safeguards information.
At the conclusion of this meeting, FP&L agreed sto install a demonstration system to show that the proposed design will satisfy NRC requirements. The staff acknowledged the fact that, if the system does not meet NRC requirements, fails the test, an extension to the deadline for resolution of the security perimeter concerns will likely be required. The current deadline for completion of work on the security perimeter is October 1986.
The NRC staff will be invited to observe the operation of the proposed system in late January or early February 19C6.
