The Westinghouse Fuel Fabrication Plant at Columbia, South Carolina has been selected by the International Atomic Energy Agency (IAEA) under Article 39(b) of the US/IAEA Safeguards Agreement for the application of IAEA safeguards.

This will take precedence over your present participation in the IAEA pro-gram under Article 2(a) of the Protocol to the Agreement.

! This notification is the second of the two-part selection process arranged with the IAEA to enable the U.S. to implement IAEA safeguards at a selected facility within the 90-day period specified in the US/IAEA Agreement. Please refer to my letter of September 3,1985 regarding this subject. The effective date of this notification is January 1,1986.

Title 10 CFR Part 75 will be utilized to effect the implementation of this program. Installation information of the type described in 75.11 has been provided to the NRC.

Upon receipt of this notification, an initial inventory report is to be submitted on DOE /NRC Form 742C, Physical Inventory Listing (PIL). The report will be prepared in accordance with printed instructions for com-pleting the form. This PIL may be based on book values and will close out your present reporting requirements under the Protocol and start a new material balance period as of your initial inventory reporting date (December 31,1985). The completed PIL should be dispatched to the Commission by January 31, 1986.

Utilizing the installation information provided under 575.11, the United States and the IAEA will negotiate a " Facility Attachment" for your facility which will detail how IAEA safeguards will be applied there. This will in-clude periodic on-site inspections by IAEA personnel.

To the extent indicated in 75.8(e), you will be provided an opportunity to participate in the preparation of the facility attachment. Relevant provisions of the Agreement and the " Facility Attachment" will be implemented in your facility through the issuance of a license amendment or other appropriate means.
