SHOREHAM OFFSITE EMERGENCY PLAN:

REVISION 6 Gentlemen In preparation for the FEMA-graded exercise scheduled for February 13, 1986, the Long Island Lighting Company is issuing Revision 6 to LILCO's Local Offsite Radiological Emer-gency Response Plan for the Shoreham Nuclear Power Station.

As with previous revisions of the Plan, Revision 6 changes are in-dicated by markings in the right-hand margin vertical bars show where material has been added or replaced; horizontal bars show where material has been deleted.

The purpose of this letter is to outline the changes made by Revision 6.

The changes. fall into three categories, each of which is discussed briefly below, along with a listing of the pages'of the Plan, Appendices A and B, and the Imple-menting Procedures affected by the changes.

The changes are designed to update the written plan and procedures so that they will be consistent with present prac-tice, in preparation for the February 13 exercise.

Many of the changes deal with the operating details of using the Nassau County Veterans Coliseum as a reception center for evacuees.

Originally LILCO contemplated using the Coliseum Receiving Area for radiological monitoring.

But it happens that on February 13, the date of the exercise, boats will be delivered to the Coliseum for a boat show, thereby making the Receiving Area unavailable during the daylight hours.

While this area would be available in a real emergency, the many arrangements neces-sary to accomplish this for an exercise would be too unwieldy to complete in time.

Accordingly, LILCO has amended the Plan to include an area of the Coliseum Concourse as an alternate.

This is one of several areas that are adequate for the purpose.

None is incon-sistent with Revision 5, and most are of the type that are rou-tinely made in all plans as time goes by and circumstances t/.nce the last Revision the owner of one I

change.

For example, of the transfer points (the North Bellport Restaurant) sold the property, and LILCO had to find a replacement.

As it happens, in one respect the new transfer point (the Brookhaven Multiplex Cinema) is superior to the old one, since its bus parking area is much larger.

(The time to travel the bus routes associated with the new transfer point is unchanged, so there is no impact on route schedules, and evacuation time estimates are unaffect-ed.)

Changing the North Bellport Restaurant to the Brookhaven Multiplex Cinema affects 28 pages.

Despite the trivial nature of the changes, a formal re-vision was thought necessary due to FEMA's wish for a modifica-tion to the reception conter procedure, plus a recognition that the Shoreham emergency plan is subject to more scrutiny, and more attention to minor details, than any other.

The principal areas of change in Revision 6 are listed below, followed by the pages affected in each area.

Where there is more than one change on a page, the page has neverthe-less been listed in only one category.

Reception Center Operations _(32 pages)

The Plan and Procedures have been changed to reflect the use of the Coliseum Concourse, as noted above, and to clarify details of how the Coliseum will be used.

Updated Information, Minor Conforming Changes, and Other Miscellaneous Changes (66 pages)

Several additional changes have been made for a variety of reasons.

For example, a few changes address items graded

" inadequate" in the last RAC review (for example, OPIP 3.6.6, pp. 7 and 0 of 50).

Several new reporting forms have been cre-ated (OPIP 3.6.3, p. 77a of 77; OPIP 3.6.5, pp. 60a, 60b, and 60c of 60) or revised slightly (OPIP 3.1.1, pp. 47a and 78 of 81).

These do not change the procedures; they simply make them easier to carry out.

Two changes have been made to clarify how Suffolk County officials would be incorporated into a response (Plan, p. 1.4-2b, and OPIP 3.1.1, p. 80 of 81).

A few changes affect only a list of attachments (for example, OPIP 3.6.5, p.

19a of 60).

Consistent with LILCO's earlier testimony, a re-quirement about available deviations from procedures has been modified to say that such deviations are allowable only as a matter of sound judgment in order to protect the public (Plan,

p. 3.1-2, and OPIP 3.1.1, p. 1 of 81).
