Region I Inspection 50-309/85-28 Gentlemen:
We have reviewed the subject inspection report and we believe it to be generally accurate. However, we do have several comments which are provided below for your consideration.
As noted in Reference (c), we believe that the steam generator low pressure instruments would have functioned properly but it is possible that their response time may have been slow in the event of rapid pressure changes. For this reason, we believe the instruments were potentially degraded instead of inoperable as stated on pages 1 and 2 of Reference (b).
The as found positions of the steam generator low pressure instrument root valves on August 7,1985 were described in Reference (d) as follows: three of the root valves were found to be open, and six were found to be partially We open. The as found position of three root valves was not determined.
request that page five of Reference (b) be modified to reflect these as found valve positions.
