Replacement of a Manual Containment Isolation Valve with a Blank Flange in Table 3.6-1 of the Technical Specifications
Dear Sir:
Pursuant to Section 50.59 of the Commission's rules and regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following change.
Proposed Change Reference is made to the Technical Specifications of License No. DPR-3.
We propose to replace a manual containment isolation valvo currentiy listed in Table 3.6-1 with a blank flange.
Reason and Basis for Change During the 1985 refueling outage, the Fuel Chute Dewatering Pump Discharge System will be modified so that the containment isolation boundary will be established with a blank flange located inboard of the current manual containment isolation valve, CS-CV-216.
The new blank flange will be equipped with a 10CFR50, Appendix J. Type B testable double 0-ring seal. This modification is desirable to improve the containment isolation test boundary by elimination of a potential leakage source (see LER 84-10) and results in a boundary with a more reliable (leak tight) configuration. The proposed change to the Technical Specifications is necessary to appropriately modify the containment isolation boundary listing in Table 3.6-1.
Safety Considerations The modification to the containment isolation boundary of the Fuel Chute Iq Dewatering Pump Discharge System described above has been determined to be the gC 1

United States Nuclear Regulatory Commission January 8, 1986 Attention: Office of Nuclear Reactor Regulation Page 2 replacement of one type of containment isolation (i.e., locked closed isolation valve) with another acceptable configuration (i.e., blank flange) and is supported by:

This modification is consistent with the ACTION statement in Yankee Technical Specification 3.6.2 which allows power operation to continue with an inoperable isolation valve if the penetration is isolated by use of a blind flange.

The Final Integrated Plant Safety Assessment Report for the Yankee Nuclear Power Station (NUREG-0825) states in Section 4.22.3 that "a blind (blank) flange, either inside or outside containment, is an acceptable isolation barrier in lieu of an isolation valve.
However, a blind flange without leak-testing provisions is not an acceptable isolation barrier in accordance with current licensing
-criteria." The blank flange which will be used to replace valve CS-CV-216 will be equipped with a 10CFR50, Appendix J, Type B testable double 0-ring seal. Thus, this modification is consistent with NUREG-0825.
Also, this change has been evaluated and determined to involve no significant hazards consideration. The proposed amendment does not:

Involve a significant increase in the probability or consequence of an accident previously evaluated. Containment isolation boundaries ensure that the release of radioactive material to the environment will be consistent with the assumptions used in the analysis for a LOCA. This modification does not effect any system or component that could cause a LOCA nor does it effect the analysis for post-LOCA containment leakage.
2.
Create the possibility of a new or different kind of accident from any accident previously evaluated. Containment isolation boundaries ensure that the containment atmosphere will be isolated from the outside environment in the event of pressurization of the containment. This modification will not create a new or different path for containment atmosphere leakage to the outside environment, nor does it involve the use of a new or different type of isolation component.
This modification does not, therefore, create a new or different kind of accident from any accident previously evaluated.
3.
Involve a significant reduction in the margin of safety.
Containment isolation boundaries are periodically leak-tested to ensure that the total containment leakage volume at peak accident pressure will not exceed a specified value. This modification does not effect the allowable containment leakage during testing. This modification, therefore, does not change the margin of safety established by the current Technical S,ecifications.

This proposed change has been reviewed by the Nuclear Safety Audit and Review Comunittee.
