Response to Notice of Violation Gentlemen:

Pursuant to 10 CFR 2.201, this constitutes our response to the Notice of Violation contained in Appendix A of Reference (b).

Notice of Violation Technical Specification 5.4, " Training" states "A retraining ... program for the facility staff shall be maintained under the direction of the Plant Manager (sic) and shall meet or exceed the requirements and recommendations of Section 5.5 of ANSI N18.1-1971 and Appendix "A" of 10 CFR Part 55."

License Procedure No. 7.211, " Chemistry Section Training" states that

" Personnel shall receive retraining at least annually (once per calendar year), a record of which shall be maintained in the individuals Chemistry training record...."

Contrary to the above, two Chemistry Technicians have not been retrained annually as required. The Technicians were last trained in January 1984.

This is a Severity Level IV violation (Supplement IV).

Maine Yankee Response:

(1) Corrective Steps Which Have Been Taken and Results Achieved:

(2) Corrective Steps Which Will Be Taken to Avoid Further Violations: 1 I

A comprehensive training program matrix for the Technical Support i Department personnel has been developed to ensure department personnel are scheduled to receive the required training and retraining, as applicable, within the time interval specified by applicable procedures.

1. Procedure 7.211, Chemistry Section Training, will be revised to eliminate the ambiguity regarding the frequency of retraining.

(3) Date When Full Compliance Will be Achieved:

. All required Chemistry Section retraining was completed by December 31, 1985.
