VOGTLE ELECTRIC GENERATING PLANT IST PROGRAM UPDATE SUBMFITAL AND IMPLEMENTATION SCHEDULE By letter LCV-0861 dated August 16,1996, Georgia Power Company (GPC) notified the NRC of our intent to update the Inservice Test (IST) Program for Vogtle Electric Generating Plant, Unit 1 (VEGP-1), for its second ten-year ISI interval which commences on June 1,1997. GPC also requested and was subsequently granted approval to update the Unit-2 (VEGP-2) program approximately two-years early such that the two IST programs could be developed utilizing the same edition and/or addenda of the Code.
The purpose of this letter is to notify the NRC of our intent to submit the updated VEGP.
I and VEGP-2 IST Program Documents not later than June 1,1997 for review and approval. Because the IST program update results in extensive surveillance procedure revisions to account for changes in Code testing requirements, acceptance criteria, and administrative provisions, GPC wishes to phase-in the implementation of the updated programs over a one-year period starting on June 1,1997. Existing IST surveillances will be continued during the phase-in period until surveillance procedures are in place to implement the new program requirements. GPC will complete all the surveillance procedure revisions and will be in full compliance with the new IST programs by June 1, 1998.
The proposed implementation schedule outlined above is consistent with NRC NUREG-1482 guidelines (para. 3.3.3) and is also addressed in the ASME OM Code,1990 Edition, paragraph ISTA 2.2.3.(d) which was approved by the NRC for the VEGP IST program updates. GPC is confident that the phase-in period, with completion by June 1, g
1998, will maintain the overall integrity of the IST programs at VEGP and assure a smooth transition for implementation of the later ASME OM Code testing requirements.
