REVIEW 0F SHIPROCK RAP MODIFICATIONS In accordance with your request of November 20, 1985 (WMS-1022), we have completed a preliminary review of " Attachment 1, Modification to Remedial Action Plan and Site Conceptual Design for Stabilization of the Inactive Uranium Mill Tailings Site at Shiprock, New Mexico", dated October, 1985.
Based on this review, we conclude that many of the modifications described by DOE in this report are now cutdated and are incomplete.
The erosion protection design for this site is currently being revised to accomodate previous NRC staff concerns. It is our understanding based on meetings and discussions with the remedial action contractor, that several aspects of the design will be modified significantly. Therefore, the changes described in the document will be further modified in the future. For example, we understand that the ditch and pile configuration will be modified (see change 1), the arroyo erosion protection will be further increased (see change 2), and the alignment and size of the access road may be changed at ditch crossings (see change 3). In light of these proposed DOE changes, we suggest that our detailed review of this document should be postponed until the final design for this site has been developed by DOE.
