RECORD OF TELEPHONE CONVERSATION On Tuesday, March 4,1997, at approximately 9:30 am a telephone conference call was initiated from Office of State Programs, NRC headquarters, to the NRC Region I offices and to the offices of the Massachusetts Radiation Control Program. The purpose of the call was to discuss the conditions on the NRC license for Deaconess Hospital in Boston related to the use of " boron-neutron capture therapy" (BNCT). The license conditions discussed were added to the NRC license in coordination with changes to the Technical i
Specifications to the license of the Massachusetts Institute of Technology Research Reactor (MITR-il, Facility Operating License No. R-37) to permit the use of the Medical Therapy Facility beam for human therapy.

T. Thompson, Senior Health Physicist, and C. Gordon, Regional State Agreements Officer.

Paul Lohaus started by discussing the NRC licenses for Deaconess and the New England Medical Center Hospitals, and the relationship of the license conditions to BNCT and the license of the MITR-ll. He discussed the importance of Massachusetts retaining and enforcing the conditions after the licenses are transferred under the forthcoming Agreement. He finished by asking if the Massachusetts staff plan to, and would commit to, keeping the license conditions in force.
Salifu Dakabu indicated that the Massachusetts program was aware of the importance of the license conditions and stated that they would retain them in the licenses and would continue to enforce them. He requested copies of the licenses with the latest amendments. Region I staff agreed to provide copies and noted that there have been no recent changes to the BNCT related conditions. Tom O'Connell requested a written copy of the licensing basis documents used to develop the conditions. Paul Lohaus agreed to provide this information and subsequent to the call a copy of the pertinent MITR-Il Technical Specifications, safety evaluation, and February 1992 letter to Dr. Otto Harling were provided to Massachusetts, i
