Dear Mr. MacDonald:

The University of California at Santa Barbara (UCSB) is in the process of decommissioning its 10 watt L-77 research reactor, license R-124.
We wish to return the fuel solution to its owner, the Department of Energy (to be received at the Idaho facility). Our subcontractor for the decommissioning, the Rockedyne Division of Rockwell International, has informed us that it will be necusary for UCSB to become a registered user of the fuel shipping containers to Le used for the irradiated HEU fuel solution:
Model FL 10-1 shipping package, ID USA /9009/B( )F.
We propose to use three of these packages with 10-liter polyethylene bottle inserts for the irradiated fuel solution, and one package including bottles for the rinse water.
We also have on hand less than 1 liter of unirradiated makeup fuel solution, which will either be mixed with the irradiated fuel, or will be shipped in *a separate container (such as DOT 6L).
The shipments are to be done under the general license provided by 10 CFR 71.12. The enclosed Quality Assurance Program is submitted pursuant to 10 CFR 71.12(b). Because the Program is new, we have designated it as Rev. 0 (new).
Your approval of the Program is requested.
The limited scope of the Program, and the short-lived, one-time nature of this UCSB effort is described in the Introduction to the Quality Assurance Program.
The QA program was developed by the Reactor Director and the f
campus Radiation Protection Officer, with suggestions and recommendations from the decommissioning subcontractor.
