SAFETY EVALUATICN F.Y THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPOPTING AMENDMENT N0. 87 TO FACILITY OPERATING LICENSE NO. OPR-3 YANKEE ATOMIC ELECTRIC COMPANY YANKEE NUCLEAR POWER STATION DOCKET NO. 50-29

1.0 INTRODUCTION

By letter dated June 26, 1985, the Yankee Atomic Electric Company (YAEC) submitted a request for changes to the Yankee Nuclear Power Station (Yankee)

Technical Specifications (TS).

The amendment would modify the surveillance interval requirements for low and high pressure Safety Injection Flow Tests, and for the Hot Leg Injection Flow Test in the TS. An administrative change accompanies the technical change to the TS.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on September 11, 1985 (50 FR 37092). No comments or requests for hearing were received.

2.0 EVALUATION The current Yankee TS require Low Pressure Safety Injection (LPSI) flow verification of at least two pumps every 18 months, with every LPSI pump tested at least once every 36 months. HighPressureSafetyInjection(HPSI) flow tests are currently required at least every 36 months. The TS also require a verification of proper positioning of the Hot Leg HPSI injection throttle valve by flow testing.

The licensee proposed to modify the interval for all these surveillance requirements to require that the flow verificetion or testing take place during shutdown following completion of modifications to the ECCS subsystems that alter the subsystem flow characteristics. These changes make the Yankee surveillance intervals for these tests consistent with the Westinghouse Standard Technical Specifications (STS), which have been previously apprnved by the staff. The licensee's proposed changes to the surveillan" intervals are, therefore, acceptable.

As part of the proposed change, the licensee proposes to renumber the affected surveillance requirements to reflect the changes made. In addition, a typographical error is being corrected. These administrative changes do not affect the TS reouirements and therefore are acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves changes to the surveillance requirements.

The staff has detemined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Comission has previously issued a proposed finding that this amendment involves no significant hazerds consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for catecorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to10CFR51.22(b)noenvironmentalimpactstatementorenvironmental assessmer.t reed be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurarce that the health and safety of the will not be endangered by operation in the proposed manner, andsuch (2) public activities will be conducted in compliance with the Comission's regulations and the issuance of this amerdment will not be inimical to the comon defense and security or to the health and safety of the public.
