Request for amendment of Technical Specifications of l Facility License R-89 (Docket 50-97) and Facility License R-80 (Docket 50-157) with respect to Administrative Controls

Dear Commission,

Cornell University has, by formal action of its Board of Trustees on January 25, 1997, transferred the administrative responsibility for the TRIGA and Zero Power 1 Reactors from the Dean of the College of Engineering to the Vice President for Research -

and Advanced Studies. Accordingly, we are enclosing a~ proposed new Section 6, Administrative Controls, for each of the two licenses'so as to describe the revised organizational structure and responsibilities.- i The underlying reasons for these administrative changes are (1) the decision of the Dean of Engineering to disband lthe budgetary unit called the Nuclear Science and ,

Engineering Program (in effect, a department) leaving its academic responsibilities for i degrees and courses to the' existing degree-granting entity called the Graduate Field of Nuclear Science and Engineering and to the individual professors and (2) the decision

.by the Dean of Engineering and the Vice President for Research and Advanced Studies, in response to the wishes of the faculty from numerous departments in six different colleges of the University who use the laboratory's facilities for research and teaching, to have the facilities continue operation as a new entity, the Ward Center for Nuclear

. Sciences. Use of the facilities by researchers outside Cornell and by industry will also be able to continue.

Many of the changes from the existing Technical Specifications are changes in titles only. The basic safety functions of the Ward director, the Ward safety committee, and the University's Radiation Safety Officer (RSO) and staff with respect to the laboratory are largely unchanged. The principal functional or substantive changes are: (1) the Center Director and the Center Safety Committee are appointed by the Vice President for Research and Advanced Studies, (2) there will now be a Center Advisory Board (mostly faculty) to guide policies, (3) the Center Director is no longer required to be a faculty member, (4)_the composition of the Center Safety Committee is modified 6
