10 CFR PART 21 REPORT OF POTENTIAL PROBLEM WITH INTAKE AND EXHAUST VALVE SPRINGS INSTALLED IN PERRY NUCLEAR POWER PLANT EMERGENCY DIESEL GENERATOR ENGINES (BOARD NOTIFICATION NO.85-090)

In accordance with the procedures for Board Notifications, the following in-formatfon is being provided directly to the Comission. The appropriate boards.~and parties for all facilities with TDI diesel generators are being informed by a copy of this memorandum. This information is relevant to all facilities that have diesel generators manufactured by TDI, including Shoreham and Perry, which are currently before the Commission.

Enclosed is a 10 CFR Part 21 report issued by Transamerica Delaval, Inc.(TDI) on November 6,1985, relating a potential problem with the emergency diesel generator engine intake and exhaust valve springs, which is provided for your information. The TDI Owners Group has evaluated this iss'ie, involving valve springs furnished to TDI by the Betts Springs Company of San Leandra, California, and has submitted findings to the NRC in the Design Review / Quality Rt. validation Reports, which are required from each utility. This issue is considered resolved.

In accordance with the requiranents of Title 10, Chapter 10, Ccde of Federal Regulations, Part 21, Tr===-ica Delaval Inc., hereby notifies the Comission of a potential defect in a cm ponent of a DSR or DSRV Standby Diesel G eerator.

'Ihere exists a potential problem with the engine's intake and exhaust valve springs which could result in engine non-availability.

In June of 1984, one spring failed in a 16 cylinder engine used for ship propulsion, and in October 1985 eleven springs failed in a second ship.

The elevm springs all failed within a short time following a Coast Guard required over-speed test. We have not determined the causal relationship between the two evmts.

Wille our investigation continues, preliminary indicaticms reveal inpurities on the wire coupled with draw unrks frcm the manufacturing process and subsequmt incocplete shot peming. Additionally, all springs failed after an ext m sive operating period (approximately 5,000 to 7,000 operating hours).

During our investigation we reccumer.d all users inspect their engines for broken springs and to identify the original manufacturer.

This identification is made by the color of stripe painted on the springs the Betts spring has a Wtite stripe.

Our investigation of this problem is proceeding on a high priority basis. To assist in this process we request all users report the results of their inspection within thirty (30) days of this notification.

We will keep the esian and engine users appraised r

of the progress of our investigation.

A copy of this letter will be sent to all of the sites referenced in paragraph 2 of this letter as indicated by the carbcn copy list.
