Dear Mr. Keppler:
This letter concerns the routine safety inspection of activities at Zion Station conducted on Septenber 17-19 and 26,1985 by Mr. P.C. Lovendale and Ms. N. A. Nicholson. The referenced letter indicated that certain activi-ties appeared to be in non-compliance with NRC requirements. Commonwealth Edison Company's response to the Notice of Violation is provided in the Attachment to this letter.

ATTACHWNT Zion Nuclear Power Station Units 1 and 2 Response To Notice Of Violation 1.
Item of Noncompliance:
As a result of the inspection conducted on September 17-19 and 26,1985, and in accordance with the General Policy and Procedures for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violation was identified:
Technical Specification 3.11.8 requires the licensee to notify the Director of Licensing within thirty days when the quarterly release rate exceeds 2.5 curies per unit. This notification includes identification of the causes and a description of the proposed program to reduce such release rates.
Contrary to the above, the licensee did not notify the Director of Licensing when seven cur 1% were released from the site via liquid radwaste during the third quarter of 1984.
CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED:
Upon discovery of the third quarter 1984 discrepancy, the Chemistry L
Staff reviewed the liquid waste release rates for all quarters in 1984 and 1985. No other occurrences were noted. The required report for the third quarter of 1984 has been prepared and submitted to the Director of Licensing.
CORRECTIVE ACTION TO BE TAKEN TO AVOID FURTHER NONCOW LIANCE:
A log to follow and trend the gross amount of liquid waste released per quarter has been created, and is being maintained by the Chemistry Staff. In addition, a review of the Technical Specifications pertaining to plant chemistry will be conducted. This review will determine the need for additional procedural guidance to prevent similar incidents.
The review expected to be complete by March 30, 1986.
