Effects of Cost Curtailment Program on Grand Gulf By letter dated September 10, 1985, the Executive Director for Operations requested information regarding the effects of cost curtailment programs at Arkansas Power and Light Company and Mississippi Power and Light Company.

The licensees' responses referenced herein addressed the effects of the recent cost curtailment actions at Arkansas Nuclear One and Grand Gulf. The following summarizes the licensees' responses to the NRC request for information.

Arkansas Nuclear One The licensee has emphasized their commitment to the safe operation of ANO.  !

Their response stated that ANO has now been exempted from the reduced scope cost curtailment program at Arkansas Power and Light. Preliminary curtallments and deferrals were thoroughly reviewed and were 1.imited to discretionary items. Specifically, curtailments will not affect training program develop-ment, spare parts, or management control. Staffing restrictions for operations and support positions have been removed. Maintenance activities and design changes necessary for the safe operation of the plant are not being curtailed.

Major improvement programs (e.g., Maintenance Management System, Technical Manual Review Project, and Preventive Maintenance Program Improvement Project) are continuing. The Region IV is fully aware of the licenset's commitments and feels that there has been no adverse impact of the earlier cost curtallment measures.

Grand Gulf While Mississippi Power and Light is taking steps to closely control unnecessary expenditures on Grand Gulf Unit 1, it has not reduced expenditures in areas that could adversely impact plant safety. MP&L has carefully evaluated its current plans for expenditures at Grand Gulf and will meet all NRC commitments. Staffing, training, parts procurement, and management and quality assurance oversight activities have not been reduced.

All maintenance has been and will be scheduled and performed as necessary.

Some design change activities have been deferred from the Fall outage. The deferred items were reviewed by top management, including the Vice President Nuclear Operations, Senior Vice President Nuclear, and President to ensure no adverse impact. Region II is aware of Grand Gulf's commitments and sees no adverse impact on operation of the facility.

Based on the licensees' responses, the staff has determined that cost curtailment impacts at Arkansas Nuclear One and Grand Gulf Unit I have received appropriate licensee management attention. We have also concluded that no special NRC action is warranted at this time. The staff will further consider the impact of cost constraints at ANO during our scheduled maintenance program survey in November.
