SUMMARY

OF MEETING BETWEEh REPRESENTATIVES FROM THE INTERVENOR, CITIZENS ASSOCIATION FOR SOUND ENERGY (CASE), AND THE NRC TECHNICAL REVIEW TEAM (TRT)(BOARDNOTIFICATIONNO.85-093)

This Notification is being provided to the Comission in accordance with the revised Ccmission's notification policy of July 6,1984, to inform the Comission on all issues on the cases before the Comission.

On November 19 and 20 the Technical Review Tea'm (TRT) group ' leaders met with representatives from CASE. A copy of the meeting sumary with the transcript and handouts provided at the meeting are enclosed. The purpose of this meeting was to provide an opportunity to representatives for CASE to ask the TRT managers and individual group leaders questions about the staff evaluations in SSER's 7-11. This meeting was conducted as outlined in the "Joisit Stipulation of Staff and CASE (Request for Subpoenas)", dated October 23, 1985 which is bound in the meeting transcript. -

CASE first questioned fonner Comanche Peak Project (CPP) Director T. Ippolito, concerning the following: 1) the inception of the TRT, 2) the TRT Guidance, and; 3) the Special Review Team Report. V. Noonan, the present CPP Otractor was questioned about the changes he made after becoming the Ofrector. CASE then proceeded to discuss the SSERs with the individual TRT group leaders.

The following issues were discussed: 1) the electrical portions of SSER 7; 2) .

protective cuatings, SSER 9; 3) the test mechanical / piping issues, SSER 10; and 5) program QA/QC portion issues, SSER of11.SSER Time 7; 4) constraints did not allow CASE to ask questions about the structural and miscellaneous issues covered in SSER 8, 4

The NRC meeting participants have been provided with a copy of the transcript to review for corrections / clarifications. Corrections / clarifications will be forwarded to CASE representatives by letter, and a Board Notification will be issued. '

The parties to the proceeding are being notified by copy of this memorandum.

DISCUSSION AND QUESTIONING BY THE INTERVENOR, CITIZENS

' ASSOCIATION FOR SOUND ENERGY (CASE), REGARDING THE ISSUES IN THE TECHNICAL REVIEW TEAM (TRT) SUPPLEMENTAL SAFETY

. EVALUATION REPORTS (SSERs) 7-11 On November 19 and 20, 1985, a public meeting was held in Bethesda, Maryland with representatives from the NRC and CASE. The purpose of this meeting was to provide an opportunity to representatives for CASE to ask the TRT managers and group leaders questions on the staff evaluations in the SSERs 7-11. This meeting- was conducted as outlined in the " Joint Stipulation of Staff and CASE (Request for Subpoenas)", dated October 23, 1985, which is bound in the meeting transcript provided as Enclosure 1. The list of attendees at the meeting are included in the transcript. Provided at the meeting was the Technical Review Team Guidance, dated June 1984 (See Enclosure 2).
