NRC ROUTINE RADIATION PROTECTION INSPECTION REPORT
50-331/97002(DRS) AND NOTICE OF VIOLATION
Dear Mr. Liu:
On February 14,1997, the NRC completed an inspection at your Duane Arnold Energy
~ Center. The enclosed report presents the results of that inspection.
Your radiation protection controls were generally effective in maintaining personnel
exposures low. Severalinitiatives to reduce dose during radiological work activities were
implemented and post-job reviews were thorough. We are concerned, however, about
continuing communication problems between the radiation protection and mechanical
maintenance groups. Poor communications between the groups contributed to a
procedural violation which occurred when mechanical maintenance personnel opened a -
contaminated system prior to contacting health physics as required. While actions have
been taken to improve communications this violation indicates that improvement is still
needed in this area.
This violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detailin the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
In accordance with 10 CFR 2.790 of the Commissions regulations, a copy of this letter
and the enclosures will be placed in the NRC Public Document Room.
