SOUTHWESTERN ELECTRIC COOPERATIVE INC.

Illinois Power Company Soyland Power Cooperative This Board is being established pursuant to a notice published by the Commission on January 29, 1997, in the Federal Reaister (60 F.R. 45180). The notice issued by the NRC staff regards a proposed transfer of a facility operating license held by Soyland Power Cooperative to Illinois Power Company.

The petitioner, Southwestern Electric Cooperative, Inc. , seeks to intervene and requests a hearing.
