Gentlemen:
l On February 21,1997, during a conference call between NRR, INEL and Waterford 3 personnel, questions were raised regarding the alternative examination proposed j
in Inservice Inspection Relief Request 1S1-017, revision 1. In letter W3F1-97-0014 dated February 13,1997, Waterford 3 requested authorization to perform a visual (VT-3) examination in lieu of the Code-required surface or volumetric examination of the Reactor Pressure Vessel Support Integral Attachment Welds.
During the call, INEL raised questions about using a VT-3 examination in lieu of a surface or volumetric examination. The ensuing discussion addressed the type of loading the Reactor Pressure Vessel Support Integral Attachment Welds would be subjected to, the type degradation that could occur and the method of examination that would best detect this degradation.
The feasibility of performing a VT-1 examination of the welds was also addressed.
The anticipated dose rates and inaccessibility to portions of the weld were discussed at length. Recognizing that only a partial examination would be feasible, INEL and h
NRR recommended a partial VT-1 in conjunction with the requested VT-3 be

W3F1-97-0040 Page 2 March 11,1997 Waterford 3 is therefore revising the " Relief Requested" portion of Relief Request ISI-017, Revision 1, Appendix 2 to read as follows:
l Authorization is requested pursuant to 10CFR50.55a(a)(3)(ii) to substitute a visual (VT-3) examination for the Code-required surface or volumetric examination of the four RPV support integral attachment welds, supplemented with a VT-1 of accessible areas.
in addition, the " Alternate Testing" portion of this relief request is revised as follows:
Perform a VT-3 visual examination on the subject inlet nozzle support pad welds, supplemented with a VT-1 visual examination of the accessible areas.
Waterford 3 respectfully requests a timely review of this Relief Request to allow for appropriate planning of Refuel 8 ISI inspection activities, currently scheduled for April,1997. A copy of this letter is also being sent to INEL, the NRC's contractor to facilitate the review.
