DOCKET NUMBER 50-483 CALLAWAY PLANT REVISION TO TECHNIC 75 SPECIFICATION FIGURE 6.2-1, FIGURE 6.2-2 and SECTIONS t.5.1.2, 6.5.2.2, 6.5.2.7 and 6.5.3.1 Union Electric Company herewith transmits three original and 40 conformed copies of an application for Amendment to Facility Operating License No. NPF-30 for the Callaway Plant, Unit 1.

This application requests that Callaway Technical Specification Figure 6.2-1, Figure 6.2-2 and Sections 6.5.1.2, 6.5.2.2, 6.5.2.7 and 6.5.3.1 be revised as marked to reflect administrative and organizational changen essociated with the establishment of the positions of General Manager, Nuclear Operations and Manager, Operations Support an6 resulting changes in the operating organization, engineering organization, On-Site Review Committee and Nuclear Safety Reviow Board. Also included in the change is the deletion of the position of Advisor to the Manager, Callaway Plant and the deletion of the Nuclear Construc-tion Department.

The indicated changes are intended to enhance the effectiveness and capability of Nuclear Function management. The revised organizational structure will accomplish this by focusing the scope of activities currently under the direction of the Manager, Callaway Plant and by providing a manager level position responsible solely for certain services which support operations activities of the Callaway Plant. Former responsibilities of the Nuclear Construction Department will be abso.rbed by various groups in the Nuclear Engineering, Nuclear Services and Opera-tions Support Departments. Included in this change is the deletion of the position of Advisor to Manager, Callaway Plant, the deletion of the Nuclear Construction Department and a change in. scope and title of the Superintendent, Document Program. This change also reflects the changer. to the Quality Assurance organization as described in ULNRC-1212, dated November 18, 1985.

-Figure 6.2-1 is revised to:

(1) Establish the position of General Manager, Nuclear Operations reporting to the Vice President, Nuclear; (2) Establish the position of Manager, Operations Support and to indicate that this position and the position of Manager, Callaway Plant report to the General Manager, Nuclear Operations; (3) Delete the position of Manager, Nuclear Construction and the construction staff; (4) . Establish the position of Assistant Manager, Nuclear Engineering, located on site and reporting to the Manager, Nuclear Engineering; (5) Delete the position of Superintendent, Site Liaison Engineering and establish the positions of Super-intendent, Design Control and Superintendent, Systems Engineering, both reporting to the Assistant Manager, Nuclear Engineering all located on site; and (6) Change the title of the Superintendent, Document Program to Superintendent, Nuclear Records and Informa-tion Services (NRIS).

Figure 6.2-2 is revised to:

(1) Indicate the changes described in (1) and (2) above; (2) Delete the position of Assistant Manager, Administra-tive and show the Superintendent, Personnel Development reporting to the General Manager, Nuclear Operations;

-(4) Indicate that the Superintendent, Outages, Assistant Manager, Materials and the Assistant Manager, Support Services report to the newly created position of Manager, Operations Support; (5) Indicate that the Superintendent, Planning and Scheduling will report to '1e Manager, Callaway Plant; and (6) Indicate the transfer of the position of Superinten-dent, Engineering from the Operations Department.

.Section 6.5.1.2 is. revised to indicate the change to the On-Site Review Committee by the addition of the Manager, Operations Support and the Assistant Manager, Nuclear Engineering and the deletion of the Assistant Manager, Support Services,. Assistant Manager, Administrative and the Advisor to Manager, Callaway Plant.

Sections 6.5.2.2 and 6.5.2.7 are revised to replace the Manager, Callawny Plant as a member of the NSRB with the General Manager, Nuclear Operations and to show that posi-tion as having line responsibility for the purposes of establishing an NSRB quorum.

Section 6.5.3.1 is revised to show the General Manager, Nuclear Operations responsible for designating appropriate Department Heads as approval authorities for procedures other than Administrative Procedures. Additionally, it is revised to show the Manager, Operations Support responsible for approving Security Plant Implementing procedures and for designating individuals responsible for reviews performed in accordance with sections 6.5.3.1.a, 6.5.3.1.b and 6.5.3.1.c.

License Condition 2.C(6) (b) which states that "UE shall have a senior' individual-with previous operating experience on a

. commercial PWR assigned to assist the Plant Manager as an advisor during the startup test program and for one year following full power operation" was satisfied as of December 19, 1985. This

, position is, therefore, deleted.

The completion of the construction phase of Callaway Plant has allowed the phase-out of the Nuclear Construction Department.

This organization is, therefore, deleted. Responsibilities related to continuing plant modifications and any future con-struction will be absorbed in the Nuclear Engineering, Nuclear Services and Operations Support Departments.

Enclosure 1 ULNRC-1231 January 3, 1986 Page 3 of 3 The title change for the position of Superintendent, Document Program to Superintendent, Nuclear Records and Informa-tion Servicen .msults from changes in the home office records management prc, sm.and establishment of a Callaway Plant Informa-tion Service computer group to serve the needs of the Nuclear Function.

The indicated changes within the Callaway Plant staff are designed to enhance the effectiveness and the capability of upper management. The revised organizational structure will accomplish this by focusing the scope of activities currently under the direction of the Manager, Callaway Plant to those which directly affect daily plant operations and by providing a manager level position responsible for training, security, materials and other services which support operations activities of the Callaway Plant. Additionally, within the Nuclear Engineering organiza-tion, the establishment of the new position of Assistant Manager, Nucleal Engineering will combine the Plant Systems Engineering with the Design Control Engineering, providing better coordina-tion of our engineering staff and enhancing the engineering support of Callaway Plant. These changes do not reduce the overall experience base nor reduce commitments to minimum qualifications.

Changes to the On-Site Review Committee provide for additional technical expertise and management oversight through the addition of the Manager, Operations Support in place of the Assistant Manager, Support Services, and the Assistant Manager, Nuclear Engineering in place of the Assistant Manager, Administrative.

Changes to the NSRB membership maintain a senior management representative with line responsibility by replacing the Manager, callaway Plant with the General Manager, Nuclear Operations.

This follows the newly defined scope of activities of the Manager, Callaway Plant without negatively impacting the capability of the NSRB.

Changes to the Technical Review and Control Activities reflect the newly defined responsibilities of the Manager, Callaway Plant and sustain the appropriate level of upper manage-

. ment responsibilities in these areas.

This proposed Technical Specification revision provides enhancements in the effectiveness and capabilities of Nuclear

-Function management for the operation of Callaway Plant and does not adversely affect or endanger the health or safety of the general public nor involve an unreviewed safety question.

Enclosure 2 ULNRC-1231 January 3, 1986 SIGNIFICANT HAZARDS CONSIDERATION This amendment request revises Callaway Technical Specifica-tion Figure 6.2-1, Figure 6.2-2 and Sections 6.5.1.2, 6.5.2.2, 6.5.2.7 and 6.5.3.1 to reflect Nuclear Function organizational changes associated with the establishment of the positions of General Manager, Nuclear Operations and Manager, Operations Support and the resulting changes in the operating organization, engineering organization, On-Site Review Committee and Nuclear Safety Review Board. The details of the new organization are presented in the Safety Evaluation to this amendment request.

The results of the Safety Evaluation conclude that while person-nel assignments are revised and reporting relationships are changed, the commitments to minimum qualifications and basic organizational reporting requirements are unchanged. These changes are administrative in nature and provide additional management strength and definition over that presently included in the Technical Specifications.

The Commission has provided guidance concerning the application of the standards in 10 CFR 50.92 by providing certain examples (48 FR 14870). One of the examples of actions involving no significant hazards consideration relates to a purely administrative change to Technical Specifications. Another example involving no significant hazards consideration is a change which ccnstitutes an additional limitation, restriction or control not presently included in the Technical Specifications.

These proposed changes are administrative in nature and introduce additional management controls not presently in the Technical Specifications and, therefore, involve no significant hazards.

These requests do not involve a significant increase in the probability or consequence of an accident or other adverse condifion over previous evaluations; or create the possibility of a new or different kind of accident or condition over previous evaluations; or involve a significant reduction in a margin of safety. Based on this information, the requested license amend-ment does not present a significant hazard.
