SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REAC SUPPORTING AMENDMENT NO. 34 TO FACILITY OPERATING LICENSE NO. DPR NORTHERN STATES POWER COMPANY MONTICELLO NUCLEAR GENERATING PLANT J

DOCKET NO. 50-263

1.0 INTRODUCTION

By letters dated April 10 and June 16, 1985, Northern States Power their new and spent fuel storage facility.(NSP/the licensee)

The current Technical Specifications for the Monticello Nuclear Ge Plant specify that the maximum amount of U-235 per linear axial centime of a fuel assembly will be 15.2 grams.

NSP had previously committed to prior to inserting any fuel having greater than 15.2 axial em across the fuel assembly (References 1 and 2).

NSP is contemplating future loadings with fuel assemblies having an enrichment of 2.99 w/o in U-235 which corresponds to 15.28 grams of U-per axial centimeter.

... We.have reviewed the information submitted by NSP regarding their request for a change in the Technical Specifications of their fuel assembly storage facility.

The new specification is based on the value of the infinite

  • multiplication factor K. instead of the amount of U-235 per axial fuel assembly centimeter, which allows the effects of the burnable poisons to be accounted for irr the assembly reactivity. The new Technical Specifications are in conformance with 'the Standard Review Plan and GESTAR-II which describes the GE reactor fuel applications. The change in the K i

requirement from "less than or equal to 0.90" to "less than or eNIl to 0.95" is acceptable because it is consistent with the Standard Review Plan, Section 9.1.2 (Paragraph III.2.a). The proposed K= values satisfy the NRC limits for K in the storage rack and, hence, the proposed Technical SpecificatioI[ fare acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

S This amendment involves a change in the insta11'ation or use of a facility

  • component located within the restricted area as defined in 10 CFR Part 20.

The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or. cumulative occupational radiation exposure. The Comission has previously issued a proposed finding that this amendment involves no 4

significant hazards consideration and there has been no public coment on such finding. ' Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and-(2) such activities will be conducted in compliance with the Comission's regulations and the issuance of the amendment will not be inimical to the comon defense and security or to the health and safety of the public.
