LINER PLATE TRAVELERS AT COMANCHE PEAK hifissue'of'the adequacy of QA/QC documentation in the form of " travelers" for the welds associated with the stainless steel liner plates at Comanche Peak (refueling cavities, transfer canal, fuel pools) has been raised before the Licensing Board.

The TRT is currently, and independently, investigating allegations made outside of the hearing context concerning the liner plate travelers.

In order to proceed efficiently in this area, I am offering the following suggestions / requests:

1.

The TRT needs to be aware of the allegations concerning the j

travelers made by the Ir.tervenor at the hearing and the responses

/

supplied by the Applicants.

This information should be taken into consideratier in any conclusions reached by the TRT in its SER on allegations concerning the lir.er plate travelers.

2.

We request your assistance in preparing for the hearing session commencing November 26, 1984. The Applicants have filed written testimony of Mr. Brandt which responds to the Intervenor's written allegatiens filed September 27, 1984.

Copies of these materials have been provided to T. Curry.

Specifically, we need assistance in formulating cross-examination questions for Mr. Brandt.

To do this properly, we need the TRT's input concerning the TRT's evalua-tion of Brandt's responses.

During the September 19, 1984 hearing session, the Licensing Board stated that the Staff "ought to reopen" the investigation of alle-gations on the liner plate welds as reported in Inspection Report 79-15 dated July 2, 1984.

The Board's request was forwarded to Region IV by note dated Octtber 5,1984 (attached).

We suggest that the TRT coordinate with Region IV and OELD in this matter to ensure that the Staff's final position is a consistent one.
