Dear Mr. Speck:
This responds to your letter of October 29, 1985, proposing two options for an exercise to test onsite and offsite emergency preparedness capabilities at Shoreham. We conclude that an exercise should be conducted consistent with the approach outlined in your Option 2.
You asked in the letter for further clarification from the NRC as to the scope of the exercise to be conducted. As stated in our memorandum to you of June 20, 1985, we requested that you schedule as full an exercise of the LILCO Local Emergency Response Organization plan as is feasible. Option 2 would include all functions and normal exercise objectives, recognizing that some offsite response roles may be simulated. We believe that such an exercise would be useful in the licensing process for Shoreham.
