Dear Mr. Berkow:
In the references identified in Attachment 1, Public Service Company has made commitments to provide the NRC certain information by s
specified dates.
Several of these commitment dates were based upon the restart of Fort St. Vrain. On July 21, 1985, PSC began tracking these commitment due dates based upon the plant's restart at that time. However, due to the extremely short period of plant operation, PSC believes that insufficient information is available to provide the NRC meaningful data for the restart-based commitments.
Summarized below are specific commitments, their revised target dates and information pertaining to the slippage.
Item A -
In response to Reference 2, PSC committed to provide the NRC baseline data concerning CRDM temperature history.
Originally, PSC had planned to provide this information on January 1, 1986.
Due to the short operating period in July, 1985, meaningful data was not obtained and PSC now commits to provide this information six months after NRC approval of full power Fort St. Vrain operation.

Item B -
In Reference 3,
PSC stated that an evaluation to determine the effectiveness of modifications implemented to minimize moisture ingress in the vicinity of the CRDM cavities would be completed by
- January, 1986.
PSC believes that insufficient operational data is available to assess the effectiveness of these modifications.
PSC commits to providing such a report to the NRC six months after NRC approval of full power Fort St. Vrain operations.
Item C -
In Reference 4,
PSC committed to providing the NRC certain CRDM data, specifically back-EMF information, six months after restart.
PSC has changed our planned submittal of this data from January, 1986 to six months after NRC approval of full power Fort St. Vrain operations due to the short period of plant operations in July, 1985.
Item D -
In response to Reference 5, PSC committed to a target date of nine months after plant restart to provide the NRC back-EMF data on the control rods that failed in January, 1985. Since PSC will require operations at full power before the testing and acceptance criteria can be finalized in order to assess failure, PSC will provide the NRC this information nine months after NRC approval of full power Fort St. Vrain operations.
Item E -
In Reference 9,
PSC advised NRC of a delay of the completion of modifications to the masonry block walls until December 31, 1985. This date was established because the masonry block walls are near the spent fuel storage wells, where radiation levels would pose some concern to workers. The shipping of spent fuel has been delayed again and PSC now expects to have the masonry block wall modifications completed by June 1,
1986.
Item F -
In Reference 10, PSC advised the NRC that the anticipated shipment date for fuel test element FTE-2 was December 31, 1985. Due to additional technical difficulties with the FSV Fuel Handling Equipment, the shipment of this element to GA Technologies for Post Irradiation Examination is now scheduled to take place prior to March 30, 1986.
In Reference 1,
the NRC provided confirmatory action to PSC for certain commitments.
Item 1 below, requires that PSC secure prior NRC agreement before changing the completion date of this issue.
PSC requests that the NRC concur with this schedule change.
Items 2 through 5 are considered complete by PSC. PSC requests that the NRC advise PSC if the NRC does not consider Items 2 through 5 below to be complete:
Item 1 -
In Reference 1,
by way of confirmatory action, PSC agreed to provide the NRC an improved CRDM surveillance and preventive maintenance program which includes consideration of the new CRDM bearing performance.
PSC originally planned to submit this document on January 1, 1986.
- However, due to the short July,1985 operating period, PSC is revising its commitment and will provide the NRC information concerning the improved CRDM surveillance program six months after NRC approval of full power Fort St. Vrain operation.
The preventive maintenance program is on schedule and will be submitted in January, 1986 as planned.
Item 2 -
In Reference 6,
PSC submitted to the NRC a refined hdtt-meter test (SR-TE-9-X, Issue 1).
In PSC's
- opinion, this completes this action item required in the confirmatory action letter of July 19, 1985 (Re'erence 1).
Item 3 In
<eference 7,
PSC provided the NRC additional information in response to the NRC's review of the emergency electrical power system design.
In Reference 1, the NRC confirmed that PSC was to provide the NRC with proposed modifications to the Emergency Diesel Generator circuit breaker control circuitry.
In Reference 8,
PSC provided this information and therefore considers this commitment complete.
Item 4 -
In Reference 1, PSC agreed to implement a QA procedure review program.
In Reference 11, PSC submitted to the NRC information concerning the closecut of this issue.
In Reference 12, the NRC concurred with PSC's action and therefore PSC considers this item to be complete.
Item 5 -
In Reference 1,
by way of confirmatory action, PSC agreed to submit to the NRC a final draft proposal of the Upgraded Technical Specifications. This draft was submitted by Reference 13, and PSC therefore considers this item to be complete.
