Dear Sir:

In response to Generic Letter 83-28 (Reference 1), the Authority, in replying to item 2.1 Equipment Classification and Vendor Interface, described the Component Quality Assurance (QA)

Category List in existence at JAFNPP and also discussed the various controls associated with the QA Category List and how it interfaces with various plant activities.

That response also discussed the I&E Inspection 84-11 as it related to the equipment classification.at FitzPatrick.

The response was as follows:

"During I&E Inspection 84-11 and a visit by NRC Headquarters personnel from June 18, 1984 to June 22, 1984 NRC personnel reviewed the Equipment Classification Program at JAFNPP.

As a result of this review, NRC personnel noted the following:

o The existing Component Quality Assurance Category List contains inconsistencies.

o The existing Component Quality Assurance Category List is difficult to use, o

The Equipment Classification Program does not " trigger" generic reviews or updates of similar components when a component is identified as requiring review or reclassification.

The Authority agrees with these findings and commits to review the Component Quality Assurance Category List for completeness and accuracy.

Considering the resource requirements, the desirability to change the format to enhance ease of use, and the advisability of integrating the program with other activities (such as preventive mainte-nance, corrective maintenance, parts procurement, and plant modifications), the Authority expects to complete this work by December 31, 1985."

As noted above, the Authority agreed with the NRC finding and committed to performing a review of the Component QA Category List for completeness and accuracy.

This was expected to be completed by December ~31, 1985.

JAFNPP presently has a Component Quality Assurance Category List which contains approximately 30,000 components.

Since this commit-ment, the Authority has updated the QA Category List twice and is in the process of issuing a third revision.

These upgrades have included the following:

o Incorporation and categorizations of all equipment identified in response to 10 CFR 50.49 (Environmentally Qualified Equipment).

o

.acorporation of any changes found necessary during review of Reactor Trip System Components, which was performed in accordance with Generic Letter 83-28.

o A review of all plant systems to ensure proper categorization of pumps, valves, fans and associated motors and power supplies.

This review resulted in QA Category List changes to address any inconsistencies.

o IncoJporation of components which were evaluated by engineering pesonnel and determined to be necessary additions to the list.

While each of the QA Category List updates have resulted in improvements in the program, the Authority recognizes that further work has to be done in order to improve the usability of the Quality Assurance Category List.

This additional work is the generation of an integral Master Equipment List (MEL).

The developcout of the Master Equipment List contains, as one of its tasks, the systematic QA classification of plant equipment.

It is expected that it will take approximately 12 months to complete the MEL and all associated tasks.

The Authority expects work to begin in February, 1986.

While the Authority has made progress in updating the QA Category _ List, full compliance with the intent of our commitment made in response to Generic Letter 83-28 will not be achieved until the MEL has been completed.

Since this work represents a signifi-cant increase in scope from the effort associated with our original commitment, the expected completion date has been changed to March 31, 1987.
