VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGES TRIAXIAL RESPONSE-SPECTRUM RECORDERS Vepco letter, Serial 85-306, dated May 17, 1985, submitted a request for an amendment in the form of a change to Technical Specification 3.3.3.3 to Operating License NPF-4 for North Anna Unit 1.
This letter supersedes the previous request and resubmits a revised proposed change request.
Technical Specification 3.3.3.3 addresses the requirements for seismic recorders at North Anna Power Station. These instruments provide the record of the response spectrum of a seismic event. Table 3.3-7 specifies measurement range and operability requirements. Table 4.3-4 specifies instrument surveillance requirements.
The proposed changes correct errors in the specification for instrument range and testing requirements. These changes are consistent with the proper classification of the triaxial response-spectrum recorders as
-passive devices.
Furthermore, these changes are consistent with the recommendations of the equipment manufacturer (Engdahl Enterprises) and the guidance of ANSI /ANS Standard 2.2, 1978.
On May 3,
1985, Vepco discussed with the NRC (Region II and NRR) the technical concerns related to this proposed change. NRC concurrence was given for not performing the channel functional test for the Unit 1 Containment Mat Triaxial Response - Spectrum Recorder which was due on May 3, 1985. This was based on the fact that the physical act of functional testing the recorder in containment during plant operations may result in damage to the equipment. This request has been reviewed by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.
It has been determined that this request does not involve an unreviewed safety question'as defined by 10 CFR 50.59 nor a significant hazard consideration as defined in 10 CFR 50.92.
Since this request supersedes our previous submittal, which inclu'ded the appropriate application fee, no additional application fee is incliided herein.
