We had comp.leted our review of Amendment' 5'a'nd.wsre prepared to' issue an accept '-

ance letter when we received your letter of August' 27,1979 which included an updated organization chart of the C. F. Braun & Company Power Projects Organi- -

zation. ~ We see the August 27 submittal as significantly different:from,the' August 3

. August 21 submittal with regard,to the organizational location of the Quality Assurance Manager.f 4.

The August.3 - August 21 submittal shows t' e' Quality Assurance Manager reporting -

h directly to a Vice President, with an administrative reporting relatio,nship to '

the Manager, Quality Engineering. We understand that the administrative reporting relationship concerns such items as office space allotment, secretarial ~ assistance, and other administr4tive items of this nature.

The August 27' submittal shows the Quality Assurance Mana er reporting directly to -

the Quality Engineering Manager who reports to the Vice President through Project Controls. Thus, it appears that the Quality Assurance Manager is organizational 1y' located two levels away from, he Vice President instead of reporting directly to t

him.as indicated in Amendment 5.

In view of the overall responsibility and authority of the Quality Assurance llanager f'or the Braun qu'ality assurance rirogram, and in light of. criterion 1 of Appendix B to 10 CFR Part 50 which requires that the quality.pssurance function report to a management level having sufficient authority and organizati'onal y

freedom including sufficient independence from cost and schedule when opposed to safety considerations, we question the acceptability of. the, organizational arrangement presented in your August 27' submittal. Please~ provida your justifi-cation for locating the quality assurance function at the. level shown'in your submi ttal. Your justification.should include a clear and concise description of the cenanizational level and entity that is assicned primary responsibility' for cost anc schedule con ;rol.
