Dear Mr. Erbe:

This replies to your letter dated June 17, 1979 addressed to Mr. Keppler, our Chicago Regional Director.

In your letter you alleged fifteen paragraphs of deficiencies in the construction of the Zimer facility. Some of these concerns were also voiced by Mrs. Nancy Juillerat during her limited appearance at the recent hearings, transcript pages 1555 and followino. Messrs. Vandel, Westcott, Hughes and I discussed these alleged deficiencies with you, Mrs. Erbe i

and Mr. Robert Meyer the evening of Tuesday, July 17, 1979.

Your letter of June 17 is, we feel and you agreed, principally couched in tems of such generality as to preclude detailed analysis by NRC inspectors. Some of your concerns appear to be beyond NRC's licensing and regulatory duties.

Other concerns, such as debris at the intake structure, are known to us and we are requiring remedial action by the Applicants.

It was agreed by you at the meeting that you would provide specific instances of your concerns so that our inspectors can make a detemination as to whether special NRC review need be made.

If, for instance, you know of work perfomed by unqualified workers, or work improperly perfomed due to inebriation you will so inform us, or, if you can identify a system turned over to CG?.E before properly being finished, you will so infom us.

As we concluded the meetino on Tuesday, July 17, you infomed me that you would send me specifically identifiable examples of your concerns. Upon receipt, I will have your specifics reviewed by our inspectors and I, or they, will then further respond to you.
