Dear Mrs. Busick:
Enclosed please find an apolication from Carpenter Technology Corporation for a license to export 20 pieces of zircaloy-4 tubing, valued at $55,000, to the United Kingdom for ultimate use in Norway's Halden Research Reactor.
' NRC is unable to process the license application because we have not received from the Norwegian authorities the assurances regarding retransfers as required by Criterion 3 of Section 109.b of the Atomic Energy Act, as amended. We would appreciate your assistance in obtaining this reouired assurance.
For your information, it is noted that NRC issued an earlier export license to Carpenter Technology (XCOM0656) which also involved zircaloy tubing for Halden. The Norwegian authorities provided the required retransfer

assurance for that export by letter dated September 3,1982. This letter further advised that the Norwegian authorities preferred to confirm the assurance regarding retransfers on a specific case-by-case basis.
Please note that the applicant hopes to shipment this nuclear-related equioment in early 1986.
