In accordance with the provisions of 10CFR50.90, as required by 10CFR50.59 (c)(1), Georg,ia Power Company hereby requests an amendment to the Technical Specifications (Appendix A to the Operating License). The requested amendment would delay those operating cycle surveillance tests and local leak rate tests which are due before March,1980, until an outage scheduled for. March,1980.

It is important to discuss why we must request this r,mendment to the Technical Specifications.- The surveillance prog:am for Unit 2, as developed-during the preoperationi phase.of plant constructicn, established a periodic test interval which co:renced with, the receipt of an operating license.

All of this activity was duly monitored by NRC inspections during the pre-operating license period and subsequent to receipt of the operating license. A basic premise of the surveillance progra2 was derived from our understanding of the regulations.

It was, and is, our belief that the surveillance interval begins with receipt of the operating license. This belief dictated the schedule established for subsequent retesting.

It is now some 15 months since receipt of the operating license.

The required surveillance was scheduled for March,1980, to meet the operating cycle surveillance requirement per our understanding of the regulations and specificctions.

However, we have now been informed that the time interval must extend back to when surveillance was performed on a system following completion of construction. This new interpretation means that the due date has already been exceeded for some operating cycle surveillanc'e tests.

Furthermore, many local leak rate tests and other operating cycle surveillance tests will be due by March 1, 1980.

liany of the tests which are due or will fall due before March, 1980, cannot be performed during unit operation.

It is not our intent to perform any tests during unit operation which wuld result in violation of the General Design Criteria or which could result'in an inadvertent reactor trip.

In addition, other tests are not possible due to inaccessibility of components during operation.

,The outage to perform all these surveillance tests was scheduled for March,1980, in the belief that we would 'be in compliance with the regulations.

We have also made plans to utilize this otttage to perform modifications to the Mark I torus as part of the Long-Term Program. Unit 2 has recently resumed operation following an extended outage, and one of the major problems associated with entering another outage at this time is the mobilization effort. Because this problem was unexpected, the necessary equipment, parts, and personnel have not been mobilized for an effort which would last a minimum of four weeks with proper preparation.

The favorable operating experience to date, attained with essentially the same components or similar components on similar operating reactors such as Plant Hatch Unit 1, we believe, provides justification for extending the cycle surveillance interval to the scheduled shutdown in March,1980 in order to avoid an unscheduled unit shutdown now.

The Plant Review Board and the Safety Review Board have reviewed the details of this requested amendment to the Technical Specifications and have not identf fied anything in the request which would constitute an unreviewed safety question.

We have evaluated the requested amendment and.have determined that only one issue is involved; namely, the extension' of time for the first cycle operating surveillance and leak rate testing, and the requested amendment is therefore a category III amendment. Accordingly, a check for $4,000.00 is attached.

ATTACHMENT I REVIEW

SUMMARY

Based upon Georgia Power Company's present understanding of the basis for Technical Specification 4.0.4 and in an effort to evaluate the impact upon plant operation of performing cycle surveillance or local leak rate testing prior to the planned spring outage of 1980, site personnel conducted on 9/18/79 and 9/19/79 a complete review of all operational cycle surveillances and local leak rate tests. The review was performed by Georiga Power Company Engineering personnel assisted by Quality Control and Quality Assurance personnel.

The review was conducted in several parts as follows:

1.

All operational cycle surveillances were identified by the surveillance coordinator, sorted by master parts list number (MPL) and assigned to systems engineers for review.

2.

Systems engineers then researched the plant records to determine the date when the surveillance was initially performed based upon the existence of the completed sur-veillance procedure, preoperational test procedure or construction acceptance test.

3.

Based upon the initial performance date, the surveillance engineer calculated the next required performance date taking credit for the allowable grace periods.

Further review beyond tha't already described above was limited to surveillances determined to be already overdue based upon Georgia Power Company's current understanding of 4.0.4 or due prior to March 1, 1980. This latter date was chosen based upon an already planned cycle surveillance and torus vent header deflector installation outage scheduled to begin on that date. That is to say that based upon the shortest operating cycle surveillance interval of 22b months (taking credit for the grace period) only those surveillances performed prior to 4/15/78 were further reviewed.

Where the surveillance test /preoperational test / construction acceptance test was performed prior to 4/15/78 (or was never performed), then within the scope of the surveillance requirement, reviews were performed on maintenance requests from the date of the initial performance of the test through the issuance

of the operating license on June 13, 1979; from that date to present, deviation reports were reviewed to evaluate system problems within the scope of the surveillance.
