Dear Dr. Hendrie,

This is to urge a permanent shutdown of Unit I of the Three Mile Island Nuclear Plant. NRC members bear a direct responsibility in the " incident" there and its effects, present and future, as licensing agency.

We who live here in the valley of the shadow of death exist in a continuing state of anxiety that this ill-designed facility will reopen under Metropo-11 tan Edison's irresponsible and inept management.

)

It is all tocapparent that nuclear power plants are technologically in the experimental stage with their surrounding populations as hostages.

It is too late to correct the future health dis-asters that vrill result from your past mistakes. In the name of humanity I ask you to keep TMI closed for-ever and initiate an ongoing study of the total im-plications of nuclear power.

Perhaps the greatest lesson to be learned from the accident at TMI is that safety must be given priority over economic considerations.

Caution makes good sense economically, as well, for if there were another acci-dent at Unit 1, it would probably doom the nuclear power industry in the public eye.

I was quite surprised by the article in last Friday's Harrisbur.g Evening News stating the intent of Metropolitan Edison to put reactor #1 back on line by August.

Previously scheduled to recommence operati:n in January 1980, reactor #1 is being pushed along hot and heavy to the tune of a six month advance.

Surely this smacks of haste rather than caution!

Considering this utility's eyetowards reaping profits, obvious disregard for safety regulations, and callous lack of concern for the welfare of the people of the Harrisburg Areas I am inclined to be suspicious of their request.

Also reactor #2, I

according to my information,is still leaking primary coolant.

Common sense would seem to dictate keeping #1 down unti) #2 is functioning better.

After all, they may need to cannibalize

  1. 1 again to keep #2 in order.

As a Physical Science Technician with the Environmental Protection Agency with five years of chemistry laboratory experience, I am well aware that one can take advantage of the unique properties of dangerous substances without hazard by taking prescribed precautions.

However I am not convinced that this is the prevailing attitude at Metropolitan Edison as concerns TMI.

It would be a source of great concern to me if reactor #1 were precipitously pressed into operation.

According to newspaper reports the Nuclear Regulatory Commission has begun talks with representatives of General Public Utilities and/or Metropolitan Edison concerning the resumption of operations of Reactor No. 1 at Three Mile Island. Quite frankly I believe that the' Nuclear Regulatory Commission should defer action on any such request by the utilities until such time as the results of the investigations concerning the 1 nuclear accident at Three Mile Island are studied. Residents of this area endured a great deal of trauma and the prospect of the reopening of Reactor No. 1.seems imprudent until responsibility for the accident is determined. General Public Utilities and Fhtropolitan Edison have had a questionable performance record. The record seems to indi-cate that there was a rush to get Reactor No. 2 on line for tax and rate related reasons. The safety of the public was not a prime consideration. There was a near accident at Oyster Creek similar to the incident at Three Mile Island which occurred shortly after the Three Mile Island incident. The record. revealed that the operators at Three Mile Island were not trained to cope witu the accident which occurred. I seriously question whether Metropolitan Edison Company and. Dear Chairman Hendrie,

I am writing to you with continued concern for the citizens of central Pennsylvania. I feel that for economic, health, safety, and psychological reasons, Unit One at Three Mile Island must never be allowed to re-open. I feel that in all fairness to the people of this area the operating license for Unit One must be lifted indefinately. We can not dare to endan6er the local residents further... I, for one, could not take it. My family and I will leave the area if Unit One ever zeopens. Others who cannot leave, will suffer - perhaps in silence - but, are we as human beings willing to be responsible for such suffering in exchan6e for 4 utility satiafaction??? Please be aware of my feelings, and of the fact that these feelings are shared by an extremely large number of people in the central Pennsylvania area.
