A.

Introduction The purpose of this periodic Integrated Leak Rate Test was to measure the containnent bu il d ing leakage during a Type A test at an internal pressure of at least 60 psig.

This test was conducted and evalaa:ed in acce^ dance with the criteria specified in the Tro ja n Tec hn ical Specifica-tions and Append ix J of 10CFR50 using tae methods and provisions of ANSI N45.4-1972.

The re s ul t s of this test were satisfactory.

The preoperational ILRT was conducted in October of 1975.

Included in this report are test results and saintenance records for Type B and C tests which we re perf ormed since the init ial preope rational test.

B.

Test Report The 1979 Periodic Integrated Leak Rate Test (ILRT) commenced on May 28, 1979 ard was successfully completed on June 4,

1979.

In conjunction with the ILRT, containment structural integrity inspections were conducted as required by the Trojan Technical Specifications.

No evidence of structural

(^T deterioration or degradation were observed and overall s_/

structural integrity was evaluated as satisfactory.

Pressurization rate was held at approximately 2 psi per hour.

Pressurization was halted at 12 psig and an entry was made f 6 'r inspection of actuated fire a'. arms and general conditions.

No abnormal conditions were found and pressurization was resumed until the 60 psig plateau was reached.

Pressurization was halted at 60.1 psig.

The leak test was started 25 hours2.893519e-4 days
0.00694 hours
4.133598e-5 weeks
9.5125e-6 months
after reaching the 60 psig plateau.

This time was needed to locate and isolate leakage paths analyzed in Section 4.0 ( Analyis of Tes t Exceptions).

The leak test was run f or 24. 5 hours5.787037e-5 days
0.00139 hours
8.267196e-6 weeks
1.9025e-6 months
and the leakage value obtained was 0.0373 wt. % per day as calculated by the Total Time Method in ANSI N45.4-1972.

The maximum allowable leak rate allowed by the Trojan Technical Specifications is 0.073 w..

t per day.

The verification test was started 5.5 ho'.rs after induc-ing a leak of 0.0491 wt.

T per day.

The verification test was continued for 14.25 hours2.893519e-4 days
0.00694 hours
4.133598e-5 weeks
9.5125e-6 months
and the total ca lculated leakage using the Total Time MethcJ was 0.0827 wt. *; per day.

The additive va lu e s are 0.0D 4 we.

P. per day which agrees with the calculated va lu e within 25% as required by Appendix J of 10CFR30 and the Trojan Technical Specifict-ttons.

d Page 1-1 Revision )

The cooputational methods utilized in this test were hampered somewhat by erratic values in the recorded dewpoint temperature.

The net effect was a high upper ll confidence level for the calculations of leakage.

This problem was caused by turbulent air conditions in the vicinity of the dewpoint sensors.

Fu rther discussion and analysis are presented in S ect ion 4.0.

Following the successful completion of the leakage cal-culations, the containment building was depressurized at a rate of approximately 4.0 psig per hour.

Post ILRI inspections of the general interior of the containment building were conducted by Portland Gene ral Electric and Nuclear Regulatory Commission personnel.

No evidence of structural or component damage was observed.

C.

Verification Test Summary The verification test was conducted which confirmed proper overall integrated leakage rate measurement system operation and verified that leakage of a magnitude equivalent to the allowable leakage can be accurately measured.

The results are summarized below:

1.

Data:

Acceptance Criteria (Appendix J, 10CFR50):

(Lia + Las + 0.25La) > Lvm > (Lia + Las - 0.25La)

(0.0491 + 0.03 73 + 0.07 5 ) > 0.0864 > (0.0491 + 0.0373 - 0.075) 0.1614 > 0.0864 > 0.0114 2.

As can be seen above, the leakage rate (Lva) measured during the verification test is within its respec-tive limit.

The data sumnaries, leakage summaries and graphical plots are given in Section 4.0.

Testing may be done only if it does not jeopar-di:e the integrity of the containment building while at test pressure. 6.0 DISCUSSION 1he scope of the Int...ted Leak Rate Test includes the pretest completion of all required local leak rat. testing, the erection of temporary test equipment, organi:stion and training of manpower for twenty-four hour coverage during the test and extensive al:gnnent of contain ent systems to satisfy test prerequisites. Great care in this preparation phase of the ILRT can prevent timely delays or even failure of the ItaT. The ILRT itself consists of usin; a tempcrary pressuri:ation system to pressuri:e the Containment Building to test pressure. Once stabill:ation of the internal atmosphere has occurred, period.c data acquisition is used to compute the leakage of air from inside containment. Each successive calcula-tion is tracked so that the leakage can yield a slope to give the leakage After a sufficient time period has elapsed, and the stable leakage rate. rate is known, a known leak is induced so that the containment air leakage can be verified. Again, following a required time interval for this 'verifica-tion test, the ILRT is complete and the containment depressuri:ed. The restoration of containment following the ILRT is done in preparation for returni.ng the plant to normal service. PET-5-1 Page 4 of 152 Revision 1 O L

I\\LUUl\\U UUt i The basic calculational technique u:ili:ed in this procedure is outlined in ANSI M5.4 and is called the Absolute Method. This cethod employs the Q use of :he perfec: gas law to calculate the leakage of air from the con-U tainment utili::ng parameters of temperature, absolute pressure and the partial pressure con:ribul;cn of water due _tp humidity: T P 2400 l, 3 y - P ;) y H I~ ~ T., V. - P 7 4 y3 L Where: measured leai rate in weight percent per day. M = H time interval, in hours, between measurements. = T T., n mean absolute temperature, OR, of the containment 3 atmosphere at the beginning and the end of the test interval (H) respectively. P,P = mean : tal absolute pressure, PSIA, of the containment 3 2 atmosphere at the beginning and end of the test interval (H) respectively. Py3, PV2

 • mean I t3 water V3Por partial pressure, PSIA, of the containment atmosphere at the beginning and the end of the test interval (H) respectively.

Periodic data acquisition is utili:ed to supply data for this formula and the leakage is calculated by a computer program. Temperature readings and dewpoin: temperature readings are input into the program where they are weighted and averaged based on assumed areas of rdpresentation. The abso-lute pressure is also input and leakage of air from the containment is 'D calcula:ed for tha: ir.:erv:1. Several techniques are utill:ed to represent this leakage for the tes: duration: Point to Point Method: This method calculates leakage based on the most recent data set and tne previous data set. These values are averaged for the duration of the test by use of a linear least squares fit. The result-ant line gives a slope which represents the total leakage rate for the test. This method is the least accurate because it can give spurious results due to instabilities; however, it is useful for predicting stability and is a good in tication for departures from a trend late in the test period. Total Time Methed: This methed calculates leakage based on the most recent data and the data taken at the start of the test. Each successive leakage calculation is therefore based on a longer period of time. Usually, this method gives more stable data and is most suited for our type of insulated containment building where diurnal effects are small. This method is generally used for acceptance of the tes:. Hass Point Method: The mass point method calculates the total containment aar mass at eacn time interval and yields a useful plot of changes in mass due to Icakage. This method will be used for reference during the test. j Because the final value for Icakage rate is calculated by use of the least squares fit, the overall a::uracy of the calculational ce:h,ods used can be PET-5-1 Page 5 of 152 Revision 1 l t

esuvvisu vvs a verified by the use of statistics. Even though the regression line is stat:sti: ally determined to minimi:e the sum of the squares of error, the values of calcula:ed leak rate cannot be considered to be exactly g correct. If the IkRT were run a number of times, under :!.c same con-W ditions, the calcula:ed leak rates wculd be close in value but not exa::1y the same cach :ime. Using statistics, confidence limits as-sociated with the regression line can be established such tha: the limits of the calculated leak ra:e would successfully enclose the true value of the desired para =e:er a large fraction of the time. This fraction is called the confidence coefficient and the interval wi:hin the confidence limits is called the confidence interval. For cur co=puter program, we have established a confidence coefficient of 95'.. This means tha: the probability of :) calculated leak rate falling within the upper and lower confidence linits for the test period is 95%. The confidence 11=i:3 are calculated and the leakage rate verified to be within the confidence limit at the last data point of the leakage trend for acceptance of the test. Following the cc=pletion of the leakage test, a known leak is induced on the contai.aent atmosphere. This leakage is computed over a test period to verify : hat the known leakage agrees with the calculated leakage within 25% of the maxi =um allowable leakage for that test pressure. The tes: period utili:ed for the verification is usally about half the period utili:ed for the leak test. The mini =un duration of the leak test period (not verification test) shall l be deter =ined by the use of the ISG. This method is outlined in Appendix D. The I5G calculation incorporates the repea: ability of the instruments involved with obtaining data for the ILRT. This repeatability is cor-related to the accuracy required to meet a specified acceptance criteria for the res: and renuired ideal time interval for satisfactory confidence in the data is obtained. Using the ISG, a short duration test can be performed assu=ing acceptable leakage rate and an acceptable confidence limit is met. O PET-5-1 Page 6 of 152 Revision 1 me umo'

Although the ASSX A3.4 (Ref 2.2) requires he leak tess: period to run for 24 hours, it does allow for a short dura: ion :cs: if the method by which the test will be run is acceptable to those responsible for its g acc eptance. The Trojan ILRT will be pa::erned after the Bechtel Topi:a1 Report (Ref. 2.4) which has been accepted by the NRC as an acceptable alternative to :ne 24 hour dura::on tes:. The additional requirements / allowances for this method are sue =ari:ed below and =ust be adhered to in order to successfully cocplete a shor duration test. Duration Criteria Specifically, the following criteria shall be met in order to consider an integrated leak rate test satisfactorily ccepleted: A. Containment Atmosphere Stabili:ation once the containment is at test pressure, the containment atmosphere shall be allowed to stabili:e for about four hours. The atmosphere is considered stabilized when: 0 1. The rate of change of average temperature is less than 1.0 F/ hour averaged over the last two hours. or 0 2. "Ihe rate of change of temperature changes less than 0.5 F/ hour / hour averaged over the last two hours. h B. Data Recording and Analysis 1. The Trend Report based on Total Time calculations shall indicate that the magnitude of the calculated leak rate is tending to stabili:e at a value less than the maximum allowable leak rate or L ) (Note: The magnitude of the calculated leak rate (La t may be increasing slightly as it tends to stabili:e. In this case the average rate of increase of the calculated leak rate shall be determined from the accumulated data over the last five hours of last twenty data points, which ever provides the most points. Using this average rate, the calculated leak rate can then be linearly extrapolated to the 24th hour data point. If this extrapolated value of the calculated leak rate exceeds 75% of the maximum allowable leak rate (La or L ) then the leak rate t test is continued.) and 2. The end of test upper 95% confidence limit for the calculated leak rate based on Total Time calculations shall be less than the maximum allowable Icak rate. and PET-5-1 I' age 8 of 152 Revision 1
