The Comission's February 25, 1987 response to your February 6 letter regarding the draft proposal to change the emergency planning rule included a response from me which described contacts I had with Leonard Bickwit, Jr.
I Following my response to you I received two letters from Mr. Bickwit in which Mr. Bickwit described his recollection of his contacts with me on emergency planning issues and asked for my further review of the matter.
I responded to Mr. Bickwit's request on April 27.

Subcomittee, you also asked each Comissioner to identify any conversa-tions between any member of his staff and Mr. Bickwit on proposals to change the Commission's emergency planning rule.
I have verified that no member of my staff discussed this matter with Mr. Bickwit.
