SUBJECT: NRC INSPECTION REPORT 50-445/96-17:50-446/96-17 AND NOTICE OF
VIOLATION
Dear Mr. Terry:
On February 1,1997, the NRC completed an inspection at your Comanche Peak Steam
Electric Station, Units 1 and 2, reactor facility. The enclosed report presents the scope
and results of that inspection.
During the 6-week period covered by this inspection, your conduct of activities at the
)
Comanche Peak Steam Electric Station was characterized by safety-conscious operations
_
and careful radiological work controls. We are concerned, however, about a violation of
NRC requirements which is identified in the enclosed report. The violation is a concern
'
because it represents a potential weakness in your corrective action program.

The violation is cited in the enclosed Notice of Violation (Notice) ai.a h circumstances
surrounding the violation are described in detail in the enclosed repon. Please note that
'
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether_further enforcement action is necessary to ensure compliance with
,
regulatory requirements,

Changes to your emergency procedures for the emergency core cooling system (ECCS)
j ,
remain unresolved. Specifically, we found that, as a result of these changes, your staff

had to modify the ECCS switchover evaluation methodology described in the Final Safety /
Analysis Report (FSAR) to conclude that the ECCS remained capable of performing its

intended functions. The modifications to the FSAR description are being referred to our
Office of Nuclear Reactor Regulation for further evaluation. We will review this unresolved-
item during a future inspection after we complete our evaluation,
in accordance with 10 CFR 2.790 of the NRC's Rules of Practice," a copy of this letter,
its enclosure (s), and your response will be placed in the NRC Public Document Room. To
the extent possible, your response should not include any personal privacy, proprietary, or
safeguards information so that it can be placed in the Public Document Room without
redaction.
