This replies to your recent communication regarding issuance of a low-power testing license for the Seabrook nuclear power plant.
In this regard, I am enclosing a copy of the Commission's November 25 " Memorandum and Order" lifting a stay on issuance of that license and addressing related matters which I believe will be of interest to you.
