' This letter provides PECO Energy's response to your letter dated February 3,1997, which transmitted the Notice of Violation concerning the referenced inspection reports. The violations

February 27,1997 Page 2 PECO Energy letter dated August 9,1996, which provided a Special Report for Peach Bottom Atomic Power Statlun (PBAPS) conceming improperly controlled drawings and aperture cards containing SGI at various PECO Energy facilities, PECO Energy letters dated September 30,1996, which supplemented the Special Reports for LGS and PBAPS conceming improperly controlled dmwings and aperture cards containing SGI, PECO Energy letter dated January 21,1997, which supplemented the Special Report for LGS conceming improperly controlled drawings and aperture cards containing SGI at various PECO Energy facilities, and PECO Energy letter dated January 21,1997, which provided a response to the apparent violation contained in NRC Inspection Report Nos. 50-277/96-11,50-278/96-11, 50-352/96-08 and 50 353/96-08.

In the January 21,1997, response to the apparent violation, a commitment was made to standartlize procedures for handling and distributing SGI by March 1997. These procedures have been revised and implemented. Additional procedures were identified that require revision to direct users to utilize the newly revised standardized procedures. These additional procedures will be revised by June 1997.

As previously noted in the referenced documentation, an actual security compromise did not occur, in addition, we feel the protective measures in place to prevent unauthorized access could have prevented an actual degradation from occurring. We appreciate your acknowledgment that our corrective actions to address these issues were swift and comprehensive, if you have any questions or desire additional information, do not hesitate to contact us.
