Narrative Summary of Operating Experiences h

S The unit began the month in standby awaiting issuance of a y

full power license.

At an August 8, 1985 meeting, the NRC o

commissioners voted to order the issuance of a full power 4k license to Limerick Generating Station Unit 1.

The license was received onsite at 9:00 p.m., Thursday, August 8, 1985.

While entering the startup m6de from shutdown on August 8, p

/

the reactor mode switch was inadvertently mispositioned, a

pastSTARTUP' towardsRUN', resulting in a reactor scram.

On August 10, during startup, the Reactor Core Isolation Cooling (RCIC) system was declared inoperable due to three failed quick starts.

Repairs were made to the RCIC ' turbine servo control valve to correct the flow control response

.before the-turbine-generator was synchronized on August 13.

.On August 9,'the Delaware River Basin' Commission approved 2

e-the Titus and Cromby water allocation swapping'for Limerick i.

-use.

On Friday, August 16, the Third Circuit Court of Appeals y

issued a~ stay-to the full power license, resulting.in NRC g

issuing an order limiting power to 5%.

At the time, the unit was-in startup testing and had been at power levels as high as 20%.

The turbine-generator was taken off line and i

reactor power was reduced to 3.7% following receipt of th.e order.

f On the following Wednesday,-August 21, the Court stay was

j lifted and the NRC rescinded'its order of August 16.

On August 22, power'had been increased to allow turbine-E b

-generator synchronizing.- Test Condition-1 (TC-1), which involves power testing in the 0-10% range, turbine roll, generator-synchronization, and process computer testing, U

The unit ended the report period at approximately 28% power performing Test Condition-2 (TC-2) testing.

II.

Challenges to Relief Valves During this month, there were no challenges to the main steam systoni safety-relief valves.
