Only diligent action by citizens and thorough investigation ty reporters brought this serious state of affairs to the public's attention. (See exhibits A, C, D, and E.)

Contracts between PSI and other business concerns doing 6 8 the actual work at the plant contain incentives which en-courage hasty completion of " construction milestones", a 8,

circurtstance 'which leads to defects and errors in worlasan-9 ship. (See exhibit F.) Some evidence indicates that PSI 10 doesn't always fully reveal to the MRC or the public all the 11 defects known to them.
