Commissioner Gilinsky f I understand that the containment at TMI-2 is designed to i

isolate only on a high pressure signal.

This suggests to me that if the containment ventilation valves had been open for containment purging at the time of the accident, a sub-stantially greater amount of radioactivity might have been released than in fact was released.

Is this correct?

Would the release be filtered?

Would operators have been aware of open purge valves?

To what extent does this problem exist in other operating reactors?

What is NRC doing about it?
