Gentlemen:
This refers to the inspection. conducted by Mr. R. E. Oller of this office on September 17-19, 1985, of your facilities in connection with testing of Dresser Industries Type 3700 safety relief valves which were received from Davis Besse nuclear power plant.
The purpose of this inspection was to observe the full flow testing of these main steam safety relief valves.
Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to meet NRC requirements. However, the valves tested failed due to leakage.
The valves were disassembled and a critical inspection of the internal parts were performed by representatives of the Toledo Edison Company (TEC), Wyle Laboratories (WL) and Dresser Industries (DI). The cause of the leakage was still being evaluated at the conclusion of this inspection. .
In accordance with 10.CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will'be placed in the NRC's public document room.
