l Enclosed please find eight copies of the revised pages to convert ~ i Revision 12 of the OH-142 Safety Analysis Report (Certificate of Compliance No. 9073) to Revision 13 of that report. A check in the amount of S150 is enclosed to cover the cost of a minor il amendment. I The changes made for this revision are minor. They have been made to alleviate a few minor inconsistencies between the Safety Analysis Report and the controlling drawings, as well as to cover very minor manufacturing deviations which are considered to have no structural significance. These minor inconsistencies have raised some concern with our customer, so we felt that it might be profitable to resolve these inconsistencies. Significantly, we believe that in reality no licensing issues are involved and that the changes in no way af fect the ability of the package to i meet the requirements of 10 CFR 71. This revision, including the revised drawings, has been copyrighted. This entire submittal contains proprietary information per the notice on the flyleaf of this report. We are aware of your requirements to place this submittal in the Public Documents Room. NaPa2 OTI-142 SAR Rsv. 13, 9/85 The lower impact limiter in the Mark II version is retained in place by ratchet binde rs which are attached to the upper imprct limiters in 8 locations. This causes the lowe r and uppe r impact limiters to be pulled toward each other and against the ends of the cask effectively securing them in pl ace. This arrangement allows the removal of both the lowe r and uppe r impact limiter for top or bottom loading. The l ower impact limiter in the fark I version is fully welded to the cask outer shell and bottom. This version can only be top loaded. Material on the Mark II is A516 and uses.1 inch plate on the external skin vs. the 1-1/8in 4-26 used on the baseline package. In all other respects the R!a rk I and TI are identical with the baseline configuration. All Mk II casi welds are designed as full penetration and are made in accordance with weld procedures qualified to ASME, Section IX requirement s. This is verified on al l longitudinal welds via full radiographic inspection. All circumferential welds joining the inner and outer cask shells are made utilizing groove configurations, that assure full penetration. Integrity of these welds is verified via magnetic particle or liquid pene trant inspection. The various configurations are summarized in the figures given on the following three pages. l i l 0-4

This includes an estimated payload weight of 10,000 lbs. d 0.2.1.6 'Recentacles There are no internal or external structures supporting or protecting receptacles. 0.2.1.7 Drain Port The cask is provided with a NPT pipe plug and drain system. -It s use is for i removal of entrapped licluids, i.e., rain, decontamination fluids, etc. 0.2.1.9 Tiedowns i Tiedowns are a structural part of the package. From the attached general arrangement drawing it can be seen that four reinforced tiedown locations are provided. From the general ~ arrangement drawing it can be seen that three reinforced lugs are provided in the Mark II configuration and two or three reinforced lugs are provided in the Mark I configuration. i 0.2.1.10 Pressure Relief Systes There are no pressure relief valves. i t 0.2.1.11 Eg.31,Dissination ' There are no special devices used for the transfer or dissipation of heat. j The package maximum design capacity is 400 watts. Cylindrical ,t side. wall s ~ have an external skin of 1-1/8 inch steel plate (1 in. when i i f 1 manufactured from A516 grade 70) and an. internal skin of 1/2 inch thict plate. 1 These two plates encase 3-1.2 inches of lead resulting in a total side wa l l thickness of 5-1/8 inches. I i An overpack or impact limiter provides localized protection to those critical [ areas of the assembly, one of which is the primary lid to body interf ace or j seal. This area must receive minimum deformation during impact, as well as 0 not exceed a maximum temperature of 500 F. Due to the design of the seal i area, direct compression, or crushing of the seal is not possible. From the drawing it can be seen'that the seal is recessed below the 1-1/3 inch thick [ j plate. Use of a thick silicone seal will allow the joint to open more than l 1/2 inch before sealing is lost. NmPas OH-142 SAR - Rav. 13, 9/85 1.4 General Standards for all Packanes This section demonstrates that the general standards for all packages are met. 1.4.1 Chemical and Galvanic Reactions The materials from which the packaging is fabricated (steel, lead, and polyurethane foam) alon5 with the contents of the package (disposable steel containers) will not cause significant chemical, galvanic, or other reaction in air, nitrogen or water atmosphere. 1.4.2 Positive Closure The positive closure system has been previously de scribed in Section 0.2.1. In addition, each packa5e will be sealed with an approved tamper indicating seal and suitable locks to prevent inadvertent and undetected opening. 1.4.3 Lifting Devices Two or three lifting locations are provided for the Mark I and three for the Ma rk II. Should the lugs experience a load greater than 129,570 pounds, they will shear out l oc a l ly.
