Dear Mr. Breheny:

Thank you for your letter to me dated August 1,1985, concerning issues of offsite planning and preparedness on the part of Omaha Public Power District (OPPD). As I indicated in our telephone conversation of August 21, 1985, my staff is evaluating these issues and will define appropriate actions to resolve the difficulties you have encountered in Fort Calhoun emergency exercises.

Your letter indicated that OPPD has not always developed strong scenarios which suitably exercise the offsite agencies.

I discussed this recently with senior OPPD management who acknowledged to me that your perception had definite merit.

To attempt to correct this situation, I suggest that our staffs participate jointly in scenario objectives review meetings, and that comments on scenarios provided from our respective consultants and staffs be shared between our two offices. The milestones of FEMA Guidance Memorandum No. 17 should provide for timely accomplishment of these efforts.

Your concern about the sufficiency of OPPD's commitment to the elements of offsite preparedness is also of concern to us.

OPPD is required to be committed to an adequate level of offsite preparedness and our inspection program will focus greater attention on this part of the licensee's activities in the future.

I appreciate your calling these matters to my attention. We will work with you in resolving these and future problems between FEMA and each of the operating reactor utilities for which we have related responsibilities in the emergency preparedness area. As we discussed, I look forward to an opportunity to meet with you in Kansas City to discuss other matters of mutual interest.
