Site Access for NRC Inspectors As documented in the above references, we have been conducting a dialogue with your office on the possibilities of improving NRC inspector access to our Vernon site. The purpose of this letter is to respond to the request you made in Reference b) to inform you of our efforts in this area.

In order to expedite the process of granting your staff unescorted access to the Vermont Yankee plant site, in March of this year we initiated, on a trial basis, a site specific access training program for NRC inspectors. This program of approximately one and one half hours in length is predicated upon your inspectors' successful completion of your annual site access training.

To date, about ten members of your staff have completed this abbreviated training program; and based on their comments we feel that the program is accomplishing its intended goal. Other than making ongoing modifications to the program media, we plan to continue to offer this same program to your staff.

We believe that the above described improvements have resulted in the improved access you requested and represent the shortest possible delay in granting unescorted access to your inspectors.
