Dear Bob:

In the referenced letter concerning two forthcoming meetings with NRC Staff and NRC consultants to discuss seismic response spectra.for CPSES, you described the meetings as " closed" and " private." As you know, the licensing process for CPSES involves the resolution of numerous matters, many of which are related to issues before the Atomic Safety and Licensing Board.

This resolution process necessarily includes numerous meetings among the NRC Staff and other parties to the case, including Applicants.

Because the meetings with the Staff that you described in your letter may involve matters before the Board, we assume that the meetings will be open to the public.

It is my understanding that, assuming the meetings are still scheduled, Vince Noonan intends to issue a public notice for each meeting.
